বিশেষ প্রতিনিধি : বর্ধমান, ৯ সেপ্টেম্বর ২০২১: শাকিলা মন্ডলের কঠিন পরিস্থিতির সঙ্গে নিরন্তর লড়াই করে নিজের পরিবারের আর্থিক স্বাচ্ছন্দ ফিরিয়ে আনার কাহিনী উল্লেখযোগ্য। পশ্চিমবঙ্গের বর্ধমান জেলার বাসিন্দা শাকিলার পরিবারে রয়েছেন তাঁর স্বামী এবং নাতি। যেভাবে দৃঢ় প্রত্যয়ের সঙ্গে পরিশ্রম করে তিনি অর্থনৈতিকভাবে উঠে দাঁড়িয়েছেন সেই গল্প অন্যকে প্রেরণা যোগাবে।

বছর কয়েক আগে তার বিবাহিত কন্যার আকস্মিক মৃত্যুর পর শাকিলা তাঁর নাতিকে প্রতিপালনের দায়িত্ব নেন। শাকিলার সাধারণ চাষী স্বামীর রোজগারে দৈনন্দিন জীবনযাত্রা নির্বাহের খরচ জোগাড় করাও সমস্যার ছিল। সুতরাং মধ্যবয়স্ক এই দম্পতির কাছে নাতির পড়াশুনার খরচ জোগানো খুবই কঠিন হয়ে পড়ে। কিন্তু শাকিলার ইচ্ছে ছিল ভাল ভাবে লেখাপড়া শিখিয়ে নাতিকে জীবনে প্রতিষ্ঠা করা এবং এর জন্য বাড়তি কিছু রোজগার করা। এই লক্ষ্যকে সামনে রেখে বাড়তি রোজগারের উদ্দেশ্যে তিনি একটি ছোট মুদির দোকান খোলার সিদ্ধান্ত নেন।

দোকান খোলার ব্যাপারে মনস্থির করার পর তিনি ঋনের সন্ধানে ব্যাংকের দ্বারস্থ হন। কিন্তু নথিপত্র এবং তথ্য -প্রমাণের অভাব অন্তরায় হয়ে দাঁড়াচ্ছিল। এই সময় তার এক প্রতিবেশী সত্য মাইক্রোক্যাপিটাল লিমিটেডের একজন লোন আধিকারিকের সঙ্গে শাকিলার পরিচয় করিয়ে দেন। এটি একটি নন-ব্যাংকিং ফিনান্সিয়াল কোম্পানি তথা ক্ষুদ্র ঋণ সংস্থা (NBFC-MFI). ওই আধিকারিক শাকিলাকে সামান্য ফি এবং ন্যূনতম নথিপত্রের বিনিময়ে ক্ষুদ্র ঋণ পাওয়ার বন্দোবস্ত করার প্রতিশ্রুতি দেন।

ক্ষুদ্র ঋণ সম্পর্কে যৎ সামান্য ধারণা নিয়ে শাকিলা সত্য মাইক্রোক্যাপিটাল সংস্থার কাছ থেকে ৩০ হাজার টাকার প্রথম ঋণ গ্রহণ করেন এবং নিজের ছোট্ট মুদিখানা খোলেন। তারপর থেকে শাকিলা এবং তাঁর স্বামী নিজেদের ব্যবসাকে আরও প্রসারিত করার লক্ষ্যে নিজের সর্বশক্তি নিয়োগ করেছেন যার সুফল পেয়েছে তাঁদের পরিবার। বর্তমানে খদ্দেরদের ক্রমবর্ধমান চাহিদা মেটাতে নিজের দোকান আরও নতুন নতুন জিনিষে সাজিয়ে তুলতে তিনি দ্বিতীয় দফায় আরও ৪৫ হাজার টাকা ঋণ গ্রহণ করেছেন। বাড়তি রোজগার এবং সঞ্চয়ের মাধ্যমে তিনি নিজের নাতিকে একটি নামী স্কুলে ভর্তি করতে সমর্থ হয়েছেন।

আজকের দিনে, শাকিলা শুধুমাত্র একজন সফল    উদ্যোগপতি হয়ে ওঠার উদাহরণ নন, বরং তিনি নিজের গ্রামের প্রতিটি মহিলার জন্য প্রেরণার উৎস হয়ে উঠেছেন। সত্য মাইক্রোক্যাপিটাল স্থানীয় বহু মহিলা উদ্যোগপতিকে নিজেদের আর্থিক অবস্থার উন্নতির স্বপ্ন পূরণ করতে এবং এবং জীবনের মানোন্নয়নে সহযোগিতা করছে।

Satya MicroCapital, SATYA has adopted a unique Limited Liability Group (LLG) Model for extending loans and ensuring repayment. The Indian microfinance sector has come a long way. As per industry data, the overall Microfinance loan portfolio stands at INR 2,59,377 crores as on March 31, 2021. 5.93 crore unique borrowers (of which 99% plus are women and for most of whom this would be the first credit facility in their life) with 10.83 crore loan accounts. The microfinance industry operates across 27 states and 5 Union Territories with the network of 14,673 branches with 1,19,634 employees. For an industry almost written off in mid-2011 after the Andhra Pradesh (AP) crisis, this is no mean feat indeed.
NBFC-MFIs are the only regulated financial institutions in the country which give unsecured loans to the borrowers from low-income households. These institutions fill an unfunded credit gap for women who do not have the wherewithal to provide collateral or security of any sort. The aim of NBFC-MFIs is to build sustainable livelihoods. Through providing last mile financial services even to clients in remote rural areas, these institutions promote the Government’s financial inclusion agenda.
NBFC-MFIs are an important partner for Prime Minister MUDRA Yojana and almost 50% of the loan disbursements under this programme have been done through microfinance companies. NBFC MFIs are registered with the Reserve Bank of India and are stringently regulated right from the size of loan, the tenure, the rate of interest and a Fair Practices Code (FPC) and an Industry Code of Conduct (CoC) which governs their functioning. The Reserve Bank conducts regular supervision of all NBFC MFIs.
